Excelkerala is an information technology based Action Research initiative, through exploratory case research method on the progress of 18 sustainable development targets of United Nations Agenda 2030. India is signatory to the convention of Agenda 2030 held in September 2015. Hence these selected 18 targets out of 169 in the Agenda 2030 are expected to be reached through various programmes/projects/ schemes being implemented by various agencies and organizations.

Research Methodology

The data on these 18 selected targets will be collected from multiple sources through stratified random sampling method. The stratification is being done based on the ten principles of good governance and the 18 targets of sustainable development. The data will be collected from primary stake holders through specially designed website where primary stake holders will input the data on different variables from their observations and experiences.

18 targets of sustainable development of the United Nations agenda 2030, are the dependent variables.

The 10 principles of good governance defined by United Nations Development Programme are the independent variables.

The Anti-Corruption themes of UNODC are likely to be the mediating variables. There could be other mediating and intervening variables which will be studied during the action research.

  1. Sources of Data:- The individuals, agencies and organizations which have an interest, stake or claim in one or a few of the 18 dependent variables will be enlisted along with their nature of interest in . Upholding the principles of good governance, the joining partners participate in the action research by acting upon as per their areas of expertise or social action, which further generate data.
  2. The following individual categories will also be enlisted in the website, as per the principles of stratified random sampling, who are expected to have an interest either on the dependant or the independent or mediating variables.

    • Students:- with a stratification of school, UG,Professional, other students
    • Educationists: with a stratification of teachers, Professors, Researchers, Trainers, Publishers.
    • Journalists/Media
    • Advocates/Legal practitioners
    • Professionals such as doctors, Chartered Accountants, IT professionals, Management practitioners.
    • Writers
    • Artists
    • Activists
    • Retired professionals/Experts
    • Businesses:- with a stratification of listed companies,other firms, start-ups, self employed and entrepreneurs.
    • NGOs and other charitable social, environmental organizations.
    • Sports organizations
    • Arts, cultural and literary organization.
    • Academic institutions, libraries etc.
  3. The best practices in any of the dependent, independent and mediating variables in other states and countries will be researched and enlisted in the for picking, adaptation and adoption by the stake holders, and upon their customization and action, further data are generated.
  4. The technology platform will be linked to the social media for inputting data on the variables by the younger stake holders.
  5. There will be a forum for open discussion and/or focus group discussions on weekly basis on chosen themes from among the events, incidents or act posted in the site by the stakeholders. The discussion in the forum is also expected to generate data.

The system configuration will enable automatic analysis (by default) of data on the 18 target wise, Panchayat/Municipality/Corporationwise, organization/department wise, month wise, action taken wise and issue wise. Statistical analysis will be resorted to make inferences and conclusions on monthly and annual basis along with online reports generation and publications.


The analysed data will be useful for policy planners, public administrators, academicians, and implementing organizations to design new initiatives and to correct the courses of the existing initiatives so that the targets of sustainable development are realized through the steadfast adherence to the ten principles of good governance, by addressing the mediating variables.
